What you need to know :

Support at Home will take the place of the current Home Care Package program, offering a more flexible and personalised approach to in-home care. This long-awaited change aims to make care easier and more effective, ensuring older Australians get the right support exactly when they need it.

Making the Most of Your Support at Home Funding

Under Support at Home, your government funding is received quarterly and available at the start of each quarter. At the end of each quarter, the maximum amount of unspent funds that can be rolled over is the greater of $1,000 or 10% of the quarter’s subsidy.

The Support at Home funding classifications explained

  • Light-touch support to help you stay independent. This might include help with light cleaning, unaccompanied shopping, simple meal prep, and regular wellbeing check-ins.

  • Low support needs across daily tasks and home upkeep. Common services include domestic assistance, meal delivery, social visits, and transport to appointments.

  • Some help with personal care and managing everyday activities. You might receive support with showering, dressing, cleaning, meal prep, and community access.

Transitioned Participants on a Home Care Package

Clients who held a package under the HCP program, your subsidy is currently received monthly. Any funding that is not spent within the month rolls over indefinitely in your Commonwealth Account with Services Australia. Fortunately, under the 'grandfathering' arrangements set up by government, you will retain any existing unspent HCP funds on 30 June 2025 when the new program commences on 1 November 2025. However, any new funding from November 1, 2025 will fall under the new Support at Home program. Therefore, the quarterly funds will be subject to the same rollover thresholds and will not continue to accumulate unspent funds in your Commonwealth Account.

Making Contributions

Your Care, Your contribution

Your contributions go straight toward the services you use, helping you get the most from your home care while making the most of government funding. The government provides support based on your needs, and your contributions allow you to access even more care and services to help you live happily and healthily at home.

You’ll only ever pay for the services you receive – there are no extra fees or hidden costs. Your contributions work alongside government funding to make sure you get the best value for your care. Here’s a breakdown of how participant contributions work:

Full pensioner

0% towards Clinical Supports

You’ll pay no out of pocket contributions on clinical supports! This includes any nursing, physiotherapy and other clinical services through your Support at Home funding.

5% towards Independence

17.5% towards Everyday Living

Part pensioner and self-funded CHSC

0% towards Clinical Supports

You’ll pay no out of pocket contributions on clinical supports!

5% to 50% towards Independence

17.5% to 80% towards Everyday Living

Self-funded and means not disclosed

0% towards Clinical Supports

Clinical supports are fully covered! No out-of-pocket payments, even at the highest rate.

50% towards Independence

80% towards Everyday Living

Participants on a Grandfathered arrangement

Previous HCP recipients who were not required to pay an income-tested care fee will continue to make no contributions under Support at Home. This includes all grandfathered full-rate pensioners.

Previous HCP recipients who were required to pay an income-tested care fee will transition to Support at Home with discounted contribution arrangements.

"Independence" includes tasks such as personal care, including showers and assistance with medication

"Everyday living", includes tasks such as help with cleaning, cooking and laundry.

Accessing Extra Help and Funding

Did you know there’s extra help available beyond your standard Support at Home budgets?

In some situations, you may be eligible for extra funding to help you stay safe, comfortable, and independent at home. This funding is separate from your regular Support at Home budget and needs to be applied for individually based on your needs. Your dedicated care partner will be there to guide you through the application process and help you access these funds when needed.

Your Assistive Technology and Home Modifications

The AT-HM Scheme is designed to help you live safely and comfortably at home. If you’re eligible, you can receive funding for assistive technology, home modifications, or both, giving you the support you need to stay independent.

This funding is available for 12 months, and you may be asked to contribute towards some costs. If you haven’t used this funding before or aren’t yet approved, we’ll guide you through the assessment process.

Low

  • $500 funding available

  • 12 months allocated to expend funding

Medium

  • $2,000 funding available

  • 12 months allocated to expend funding

*Higher amounts for AT/HM may be approved with prescription.

Supporting Your Health And Wellbeing During Different Life Stages

Restorative care and palliative care are additional funding options available if you need a bit more support. Here’s a look at the pathways and the funding each provides once assessed and approved by the government:

Transition Client

This group includes participants who were approved for Home Care services after 12 September 2024 and had started services before the Support at Home program began on 1 November 2025. These clients will move into Support at Home under the same rules as new participants, including those relating to contributions. However, any existing Home Care funding balance will be retained, and your current level of funding will stay the same until your next reassessment.

Grandfathered Client

If you were approved for or receiving Home Care services before 12 September 2024, you’ll continue under the Support at Home program thanks to the government’s ‘no worse off’ principle. This means you’ll keep any existing Home Care funding balance, may have reduced or no out-of-pocket contributions, and stay on your current Home Care Package level until your next reassessment.
